The Director General's office is heading Rutongo Hospital managerial duties for development and evaluation of standards of medical care throughout the department, providing medical direction to clinical staff, and advising the department in matters of medical policy, procedures and clinical protocols. Meets regularly with the Board of directors and advises the Board on medical policies.

The Director General's office is responsible of directing and administering the activities of the Hospital in accordance with instructions and plans developed by the Hospital Health Committee. He/she must ensure that decisions of the Health Committee are implemented effectively and efficiently throughout thehospital and must ensure the efficient planning and utilization of all hospital resources in order to achieve the organization’s goals. This entails the management of human resources, supplies, revenues, and physical and capital assets based on detailed plans developed for all aspects of the hospital’s operations.:

  • Implements a periodic organizational needs assessment for regulatory compliance including Connecting the Hospital and other public Health facilities in the catchment area with Central and Local authorities;
  • Support the Director of Administration supervise financial and administrative management of the hospital and health centres in the catchment area;
  • Ensure the functionality of the secretariat of the Board of Directors of the Hospital;
  • Promote research in the district by local health professionals and in respect to National guidelines;
  • Promote innovative health project in the district in coordination with the central level and respective national rules;
  • Coordinate all e-health initiatives implementation in hospital and its catchment area;
  • Coordinate preparedness and response contingency plans execution in order to mitigate and manage any major incident or health related disaster.
  • Ensure health services within the hospital and health facilities in the catchment area are Organized, coordinated and supervised at a technical and administrative levels;
  • Ensure all management services and forums (administration of the hospital, management committee, board of directors...) and health facilities in the catchment area are fully operational;
  • Ensure availability and full implementation of all administrative and technical documents governing the management of District, Provincial and Referral Hospitals and technical services in hospital (Internal manual: ROI, Norms and standards, Policies, Procedures and guidelines, Action Plan, Strategic Plan, Master plan.) and health facilities in the catchment area;
  • Support the District Health Management Team, MINALOC and MINISANTE to Coordinate partners around the District Health sector;
  • Ensure proper and timely planning and M&E of all health activities in Health facilities and Communities in the District;
  • Coordinate and timely report to central authorities via the District Mayor (from the community up to District Hospital)

Hospital Administative Assistance

An Administrative Assistant is responsible for supporting the Director General and other administrative staff to help them stay organized and complete tasks that allow them to focus on more advanced responsibilities. Their duties include organizing meetings for Administrators, welcoming office visitors and composing documents on behalf of Administrative staff.
